Message from the President

It was great to catch up with so many of our Members at the Open House on 9 September 2022. Many thanks to the HMCS Tecumseh Wardroom for their warm welcome. It’s time to renew your membership in the Institute for 2023. At our September meeting of the Board of Directors, the dues for 2023 for all Classes of Membership (less those Members that have been preferred with an Honorary Life Membership) were reduced to $10.00/year. This reduction was only supportable for the following especial reasons: - Major Joe Howard, CD (Ret'd) requested, and the Alberta Liquor, Gaming and Cannabis (AGLC) agreed, to allow the Institute to utilize our casino proceeds to support our programs;
- the Institute will be seeking corporate sponsors to offset any budgetary shortfalls; and
- our expenditures will be focused on only those activities that directly support our Mission and Vision.
We are continuing our transition and rebranding as a “think-tank” delivering research on contemporary security and defence policy and practice to local and national audiences. We have struck a Research Committee composed of Major Joe Howard, CD (Ret'd), Dr Geoff Jackson, and Captain Dr Bill McAuley, MMM, CD (Ret'd). The Research Committee has been tasked to identify and research contentious issues in current debates in security and defense and then forward their findings and material to the Programs Committee, led by Major-General Paul Bury, OMM, CD (Ret'd), for consideration when building future programs and soliciting informed third-party speakers. Dr Sean M Maloney from Royal Military College of Canada (RMC) returns with an update to his 24 February 2022 presentation on nuclear force employment and deployment in the context of the current Russia–Ukraine conflict. Dr Maloney's first presentation occurred within 24 hours of Russia's initial attack and provided valuable, current data and insights.
Dr Maloney will share his observations and deductions arising from recent developments in US nuclear strategy, such as the deployment of B-52 aircraft right up to the Russia–Estonian border, and the heightened Alert Force at Offutt Airforce South of Omaha, Nebraska that hosts the US Strategic Command headquarters (USSTRATCOM). |

| We were deeply saddened by the news HM Queen Elizabeth II died on 8 September 2022.
As Colonel-in-Chief, Her Majesty’s visits to The King’s Own Calgary Regiment (RCAC), the Royal Canadian Engineers, and The Calgary Highlanders, Calgary, Alberta in 1990 and 2005 are warmly remembered by many of our current members. It has been an honour for all of us whom have had the opportunity meet Her Majesty, and she was an inspiration to all.
Many RAUSI members have had the privilege of meeting the Queen through their military service. Do you have a favourite story or photo you would like to share? | Immediate Past President, Major Kent Griffiths, MMM, CD (Ret'd) was interviewed by the Calgary Herald on 10 September, 2022. He shared recolections of the Queen's tour of Alberta in 2005, and a prior visit to Buckingham Palace. “Originally, the centennial tour had not planned to stop in Calgary, but at her direction, it did so. She said, ‘If I’m coming to Alberta, then I’m stopping in Calgary to see my soldiers,’” said Griffiths. |

It is with interest that RAUSI members received the just published Royal United Services Institute article entitled Mass, Mobilisation and Reserve Forces, authored by Sir Julien Brazier. Sir Julien Brazier has extensive links into the UK Armed Forces and was selected by David Cameron to be vice chairman of the Future Reserves 2020 Commission, and was then appointed as the UK Minister for Reserves. Sir Julien Brazier argues for a substantial re-think in how the UK Reserve Forces are grouped, led, equipped and trained, especially in light of the Russian invasion of a neighboring sovereign country.

In this new era, RAUSI has evolved back into a think tank, publishing original content, curating extant articles, and sponsoring speaker’s symposia which amplify cross-disciplined models of 21st century security and defence. |
