Message from the President

I am honoured to have been appointed as the President of the Institute.‍ Congratulations to the new board and welcome to the new directors: Colonel Doug Stinson, CD (Retired), Lieutenant-Commander Anna Kocot, CD, and Ms. Karen Storwick, MSM. Colonel Eppo van Weelderen, CD (Retired) remains on the board but is now the Vice-President. Major Joe Howard, CD (Retired) continues as Secretary-Treasurer/Finance Committee Chair, and is now also the Director of Research. Major-General Paul Bury, OMM, CD (Retired), Lieutenant-Colonel Ross Wickware, CD (Retired), Lieutenant-Colonel Bill Schultz, MSM, CD (Retired), and Lieutenant (Navy) Tom O’Sullivan also continue to guide the Institute and maintain momentum. It is humbling to be in the company of a group of such outstanding Canadians and I must acknowledge Major Mark Soehner (Retired), RAUSI's outgoing President, and his executive for a phenomenal year contrary to the obstacles of COVID-19. Moving forward I will focus on how the Institute might assist in advancing the professional development interests of HMCS Tecumseh, 41 Canadian Brigade Group, and perhaps even the local Cadet Corps and Squadrons. With the outstanding efforts of Angela Craig, Tokie Brideaux, Bruce Henwood and Joe Howard, we will carry on with electronic communication, social media and the virtual office. | On 4 May 2021, at 41 Canadian Brigade Group Headquarters in Calgary Alberta, John Melbourne CD, Honorary Colonel (Emeritus) (Past National President of The Royal Canadian Air Force Association and Past President and Life Member of Royal Alberta United Services Institute) was presented with the Canadian Forces Medallion for Distinguished Service (CFMDS) by the Commander of the Royal Canadian Air Force Lieutenant General Al Meinzinger.

The CFMDS award is the highest award of merit that is presented to a civilian by the Canadian Armed Forces to recognize distinguished services and performance.

The presentation was made by video conference at 41 Brigade and others in attendance included Major General Eric Kenny Commander 1 Canadian Air Division, Winnipeg, Brigadier General Paul Doyle Royal Canadian Airforce Air Attaché, London England and Colonel David Moar Wing Commander 4 Wing Cold Lake Alberta. In addition, to others in attendance was Honorary Colonel Stan Schwartz Honorary Colonel (Emeritus) Late of 409 Tactical Fighter Squadron who aided in staging the Event. ‍ |

May 10, 2021 A Strong and effective Canadian Armed Forces are essential to the defence and security of Canadians. The ongoing crisis with sexual misconduct and harmful behaviours within the ranks and failures in leadership at all levels have undermined confidence in the institution. Trust has been lost with many serving and retired members, and Canadians are asking legitimate questions about organizational culture that is too often not meeting the espoused CAF values of “Duty with Honour”.  Fixing these systemic problems must be done first and foremost because taking care of those who serve in our armed forces is the right thing to do. It is also an operational imperative, because in the military, mission success can only be guaranteed by cohesion in the ranks and trust in leadership, both of which have been seriously shaken. Our armed forces won’t be fully effective unless all Canadians wishing to serve feel welcomed and safe within the institution, regardless of gender [...]

Our deepest thanks to those of our Members that have renewed their membership in the Institute for 2021.  Congratulations to Major Bruce MacDonnell, CD (Retired) on his appointment as an Ordinary Member of the Institute.  Our Programs Committee has focused on the Arts, Sciences and Literature related to Canada’s Defence and Security Community and is adding incredible content to our website (under the Research and Book Reviews tabs at www.rausi.ca).  Our Communications Committee has updated our website and social media to truly create a virtual home for the Institute. This has allowed us to significantly expand our Institute’s reach and content.  For those of you that have not yet renewed your membership, please consider doing so. Our Programs and Communications Committees need your continued financial support.  Lastly, I would like to personally thank Major Mike MacKillop, MMV, MSM, CD (The Calgary Highlanders) and Corporal Mark Fuchko, CD (Ret'd) (the King’s Own Calgary Regiment) for their support on the Membership Committee. The Quadrilateral Security Dialogue in the Asia Pacific Region and its adaptation to maritime security issues in the Arctic Region; Part IIThis note is the second in a series that diagnoses the conditions for success of one of the means currently (2021) being employed to settle an international maritime dispute in the Asia Pacific region. The note’s intent is to determine if and how such measures can successfully apply to other maritime disputes, such as those in the Arctic region. The means include multilateral diplomacy and bilateral treaty regimes. They test modalities of interpreting UN Charter Arts 2(4) and 51 concerning the threat or use of force in dispute settlement.
