The Rand Corporation

Arctic states have generally maintained cooperation even when their respective interests, especially those between Russia and the United States, have clashed on other issues.  Such cooperation can be partially explained by the fact that, in some respects, the Arctic is a unique region. No Arctic state has sought to dominate the entire region.  Is this about to change?  This Rand Corporation paper discusses possible measures which could mitigate future conflict.
